Tri-Agency RDM Policy

Tri-Agency Research Data Management Policy

The Tri-Agency Research Data Management Policy goal is to uphold Canadian research superiority by advocating for proper research data management and data stewardship practices. These policies are promoted and supported by three federal granting agencies: the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council of Canada (NSERC), and the Social Sciences and Humanities Research Council of Canada (SSHRC).  

For Institutions: Institutional Strategies

-Postsecondary institutions and research hospitals are eligible to administer CIHR, NSERC or SSHRC funds 

-An institutional RDM strategy is required before notifying the agencies 

-Strategy must be available for public access on the institution’s website 

-Strategy should content:  

  • Data as research output 

  • Researchers support 

  • Data management importance promotion 

  • Data management regarding the Try-Agency Statement of Principles on Digital Data Management 

  • Promoting use of repository services 

  • Recognize and follow existent procedures when creating data with indigenous communities participation  

 

Implementation date: “by March 1, 2023, research institutions subject to this requirement must post their RDM strategies and notify the agencies when they have been completed.”

For Researchers: Data Management Plans (DMPs)

-DMP should be required to submit according to the funding opportunities 

-DMP should describe 

  • How data will be treated  

  • Use of existing datasets 

  • What new data will be generated 

  • Data sharing strategy and methodological considerations 

  • Data deposit

  • Responsible for data management 

  • Ethical, legal and commercial constraints  

  • Exceptions regarding indigenous communities (when apply)

 

Implementation date: “by spring 2022, the agencies will identify the initial set of funding opportunities subject to the DMP requirement. The agencies will pilot the DMP requirement in targeted funding opportunities before this date.”  

Data Deposit

-Deposit data in a digital repository is required 

-The deposit needs to be submitted prior to the publication time 

-Exceptions regarding indigenous communities could apply 

 

Implementation date: "After reviewing the institutional strategies and in line with the readiness of the Canadian research community, the agencies will phase in the deposit requirement. 

 

CIHR-funded researchers: Since January 1, 2008, recipients of CIHR funding have had to comply with the limited data deposit requirements included in the Tri-Agency Open Access Policy on Publications. They must continue to comply with these requirements, which are specific to bioinformatics, atomic, and molecular coordinate data.” 

 

 

Funding Opportunities

The agencies initial funding opportunities that will require applicants to submit DMPs are:

 

 Canadian Institutes of Health Research (CIHR)

This funding opportunity will provide support to create three (3) research networks: one in the area of Skin Health, one in the area of Bone Health, and one in Muscular Dystrophy. This new competitive call will provide support to these underserved research communities.

 

Natural Sciences and Engineering Research Council of Canada (NSERC)

The SAP Discovery Grants program supports both ongoing programs of research, with long-term goals (SAP Individual), as well as research projects with long-term visions and short-term objectives (SAP Project). The Subatomic Physics (SAP) Discovery Grants program assists in promoting and maintaining a diversified base of high-quality research capability in the natural sciences and engineering in Canadian universities,
fostering research excellence, and providing a stimulating environment for research training.

 

Social Sciences and Humanities Research Council of Canada (SSHRC)

These grants provide support for new and existing formal partnerships over four to seven years to advance research, research training and/or knowledge mobilization in the social sciences and humanities. This is done through mutual co-operation and sharing of intellectual leadership, as well as through resources as shown by cash and/or in-kind contributions.
